ATM Machines and Banking Error Codes

So I just got paid today and I paid my phone, light and student loan bill online early this morning. Then I go to balance my checkbook and I notice that after the bills have been paid that I would still have about $170.85 to work with and could get $160.00 from an ATM machine. So I went to the ATM machine to do just that as Christmas Tree Shops has a nice sale on a turkey roasting pan, a turkey lifter and some chairs with padded seats for only $9.99 each which I thought was a great price. So now even though when I went to check my account online and it shows that I have the money in the account it did not work that way at the ATM machine. The first ATM machine I tried was at the credit union and they said that they cannot process the transaction 907. Then I went to a Capital One Bank and it also said checking withdrawal cannot process transaction. So I went online to find out what 907 means. According to http://kb.e-xact.com/questions.php?questionid=45 a 907 code means that it is declined and exceeds the limit. To make matters even worse I cannot dial the bank from my home phone as I have trouble on the line and I cannot dial from a payphone as that number cannot be dialed from a payphone. So I can't even call the bank to find out what happened until after the phone is fixed. When I went to log in to the credit card online the screen said that it cannot display any holds right now but what holds would be put on my card for paying my student loans, light bill and phone bill?
